In all six instances, the modifications were made using the National Oceanic and Atmospheric Administration's (NOAA) zero-foot sea level rise dataset. These modifications were as follows:

Added the Delaware portion of the tidal Nanticoke River up to the mean higher high tidal limit.

Added a braided channel in the Anacostia River in Washington, DC at Kingman Island.

Widened the Anacostia River in Washington, DC at the Washington Navy Yard.

Shortened the Rappahannock River to the mean higher high tidal limit.

Shortened the York River to the mean higher high tidal limit.

Shortened the Pamunkey River to the mean higher high tidal limit.

The VIMS source dataset is a composite of shorelines taken from shoreline inventories created by the Center for Coastal Resources Management (CCRM) at the Virginia Institute of Marine Science (VIMS), Gloucester Point, Virginia. Inventory shorelines range in publication date from 2009 to 2022 and reference imagery from high resolution imagery from Virginia's VBMP (2009, 2011, 2013, 2015, 2017, and/or 2019), NOAA Continually Updated Shoreline Product (CUSP), and Maryland's Six-Inch resolution aerial imagery (2016/2017 and 2019/2020), and are not tidally referenced.

</idAbs>

<statement>Derived from VIMS shoreline data and NOAA sea level rise data.
• Added the Delaware portion of the tidal Nanticoke River up to the mean higher high tidal limit.
• Added a braided channel in the Anacostia River in Washington, DC at Kingman Island.
• Widened the Anacostia River in Washington, DC at the Washington Navy Yard.
• Shortened the Rappahannock River to the mean higher high tidal limit.
• Shortened the York River to the mean higher high tidal limit.
• Shortened the Pamunkey River to the mean higher high tidal limit.
All processing was completed with ArcGIS Pro versions ranging from 2.9.x to 3.0.x, and the entire GIS layer was visually inspected at a scale of 1:10,000 for completeness and accuracy.

<prcStep>
<stepDesc>Converted the VIMS shoreline feature class from lines to polygons using the Feature To Polygon tool in ArcGIS Pro 3.0.</stepDesc>
<stepRat>The Phase 7 models must differentiate between land and water, so it is necessary to have polygons representing those areas rather than lines delineating the shoreline.</stepRat>

<stepDesc>Added the Delaware portion of the tidal Nanticoke River, added a braided channel in the Anacostia River in Washington, DC at Kingman Island, and widened the Anacostia River in Washington, DC at the Washington Navy Yard. All three edits were made by overlaying the VIMS shoreline and the NOAA 0m sea level rise layer, splitting the NOAA 0m sea level rise layer polygons so that the correct shoreline would overlap with the VIMS shoreline, copying and pasting the split polygons into the VIMS shoreline layer, and using the Dissolve tool to combine the new polygons with the VIMS shoreline polygon.</stepDesc>
<stepRat>These were places where the VIMS shoreline was obviously not covering tidal areas needed for an accurate tidal shoreline layer.</stepRat>

<stepDesc>• Shortened the Rappahannock River to the mean higher high tidal limit.
• Shortened the York River to the mean higher high tidal limit.
• Shortened the Pamunkey River to the mean higher high tidal limit.
All three edits were made by overlaying the VIMS shoreline with the NOAA 0m sea level rise layer, and splitting the VIMS shoreline polygon at the farthest extent of the NOAA layer in those rivers. The new polygons representing areas beyond tidal water were then deleted.</stepDesc>
